Joe Heaps, President & CEO
Joe Heaps brings 30+ years of experience at the intersection of technology, public policy, and national security. A former Naval Aviator and U.S. Department of Justice professional, Joe is known for his technical expertise and ability to unite stakeholders to address complex challenges.
Career Highlights:
Selected to work with White House and public safety officials to draft legislation establishing FirstNet
Assisted the Federal Communications Commission in creating the National Broadband Plan
Co-chaired the U.S. Department of Justice’s Counter-UAS Operational Test & Evaluation Committee
Served as a U.S. Delegate to multiple World Radio Conferences
Managed the Technology Chapter of the President’s Commission on Law Enforcement and the Administration of Justice

Joy Paluska Heaps, COO
Joy is a trusted operations strategist with over two decades of experience in disaster management, child protection, and federal service. Guided by a deep commitment to service and a passion for building a safer, more equitable world, Joy brings expertise in program development, equitable outreach, and navigating the complex operational and procurement systems that drive effective public service.
Career Highlights:
Served in two U.S. Presidential Administrations (2010–2018), where she received multiple awards for service at the Executive Office of the President
Directed national outreach at the National Center for Missing and Exploited Children, including the creation of the Tribal Fellowship Program and initiatives for children on the autism spectrum
Managed high-stakes federal grants, communications, and recovery efforts supporting communities affected by natural disasters
Developed and led training programs for federal agencies, tribal communities, and public safety professionals nationwide
